BOARD OF TRUSTEES MEETING MINUTES

July 17th, 2023

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:01 pm.

 

Meeting Minutes approval – Chairman Richards asked for a motion to approve the minutes from the June 20th, 2023, Board meeting. Trustee Bremer motioned to approve, Vice Chairman Prosek seconded the motion and the motion carried unanimously. A copy of the minutes is attached for review.

 

Appointment of New General Manager Kasey Carpenter- Chairman Richards stated that with Mr. Hansons retirement at the end of June we need to appoint a new General Manager. Chairman Richards stated Mr. Carpenter has been working closely with Mr. Hanson over the last 4 years to take over his position as General Manager. Chairman Richards made a motion to appoint Mr. Carpenter as the new General Manager of Salt Lake County Service Area #3. Vice Chairman Prosek seconded the motion and the motion carried unanimously. Congratulations Mr. Carpenter.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

 

U.S. Bank saga – Mr. Carpenter discussed that at the last board meeting he was appointed Treasurer and we started the process of adding/removing signers to our business checking account. Mr. Carpenter, Mr. Richards and Ms. Alderin started this process on June 26th.  After a lot of hassle and unnecessary driving to and from bank branches we found that our government bank representative had not sent the documentation in a timely manner.  Mr. Carpenter stated as of this meeting he should be an authorized user and signer of our account. Mr. Carpenter also stated with this process being so difficult and other past issues with U.S. Bank, Ms. Alderin is in the process of meeting with other banks to find a better banking fit for the Service Area. Mr. Carpenter and Ms. Alderin will keep the board informed during this process.

 

Peruvian source pipe replacement – Mr. Carpenter stated Newman construction has started the Peruvian source line replacement into the pumphouse. Mr. Carpenter briefly discussed the project, Newman construction is replacing the ductal iron line into the pumphouse with HDPE piping to prevent rusting, Mr. Carpenter stated the wrong 150 psi valve was sent, so the project is on hold until the correct 250 psi valve is received.

 

Grizzly 4” Waterline project – Mr. Carpenter stated while waiting for the new valve for the Peruvian project Newman construction started the Grizzley 4” waterline tie in. Mr. Carpenter discussed that the original lines were put in approx. 5 years ago with intension of finishing the next year, which did not happen. Sa3 and Newman have been working to figure out where the 4” line was installed to 5 years ago. Mr. Carpenter stated a couple issues have arisen while doing this project, a rock fell in the hole and broke a PVC fitting outside the vault and while waiting on the part to repair that fitting from the valley, Newman construction moved over to start digging the trench for the new 4” line installation and broke a 2” PVC waterline. Ms. Alderin and Mr. Wilz were able to gather the materials to repair the 2” PVC from Snowbird. Both repairs were made same day and residents were only without water for a couple of hours. Mr. Carpenter stated that due to the PVC lines being plastic with no tracer wire and poor mapping when water lines were originally installed these breaks are fairly unavoidable. Mr. Carpenter stated that due to these unforeseen set backs the Peruvian West Estates project start has been pushed back.

 

6/30/23 Grizzly lateral leak – Mr. Carpenter discussed that over the 4th of July weekend he and Mr. Brindle were out of town and Ms. Alderin was on call. Ms. Alderin received a phone call from Mr. Hanson stating that he received a call from the Alta town Mayor about a water leak in on the side of the road by his house. Mr. Hanson informed Ms. Alderin of this and her and Mr. Wilz assessed the leak, water was tested for chlorine residual and showed chlorine which meant it was a treated water line. Ms. Alderin and Mr. Wilz trouble shot and figured out it was most likely a lateral water line for the Schrontz house. Since then, the leak has dried up with no real explanation.

 

6/30/23 Snowpine Lodge grease trap issue – Mr. Carpenter stated that Ms. Alderin received a phone call at about 4:30pm from Alta Central regarding sewage spraying out of the manhole at the Snowpine Lodge. Ms. Alderin contacted Mr. Carpenter about what to do, Mr. Carpenter said to call Cottonwood Improvement District and have them come up to help clean out the blockage. It was discovered that it was the overflowing grease trap at the Snowpine that was causing the issues. The grease trap had not been cleaned since the fall of 2022. Cottonwood Improvement District responded and helped Ms. Alderin clean the grease trap to get the lodge through the holiday weekend.  The new manager of the Snowpine was informed of who to contact to get the trap cleaned properly.

 

7/1/23 Alta Sewer high alarm – Mr. Carpenter discussed that due to the grease trap issue at the Snowpine Lodge, Ms. Alderin was receiving high sewer flow alarms for the Alta sewer. It was found that some of the grease had made its way down to the flume and cause a clog. Ms. Alderin responded Saturday morning and cleaned out the flume with the assistance of a Snowbird employee for confined space entry.

Peruvian Reservoir chlorine analyzer – Mr. Carpenter stated that the old tunnel chlorine analyzer has been installed at the Peruvian reservoir. Mr. Brindle and Mr. Wilz did an excellent job installing the plumbing and wiring. Mr. Taylor from SKM was able to remotely program the chlorinator. This will help get a more accurate reading at the Peruvian reservoir.

 

 

Wasatch Drain Tunnel upgrades 2023- Mr. Carpenter stated that the new Tunnel PLC cabinet is currently being built by Electro-Power. New filter media was ordered from Pureflow and the 50% deposit check has been sent. The filter media should be delivered in the next couple weeks.  Mr. Carpenter will continue to keep the board informed on the status of both tunnel projects.

 

Town of Alta sewer operator – Mr. Carpenter had a discussion with the Town of Alta’s interim town manager Mr. Cawley about the current projects we are supervising for the Town.  Also discussed was finding a sewer operator and that the Service Area does not want to oversee the Town’s sewer operations. Mr. Carpenter gave Mr. Cawley some ideas of how to find a sewer operator. Overall, it was a good meeting.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through June 30th, 2023, and the Profit and Loss Budget vs. Actual January 1st, 2023, through June 30th, 2023. These reports are emailed to members of the Board prior to the Board meeting for their review. Salt Lake County Service Area #3 prepared the financial reports.

 

 

Approval of Bills paid – Approval of the bills listed on the check detail dated, June 17th through July 13th, 2023, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Chairman Richards asked for a motion to approve. Trustee Bremer motioned to approve. Vice Chairman Prosek seconded the motion and it passed unanimously. Copies of the approved check detail are attached to the minutes.

 

Adjournment - With there being no further business, Chairman Richards adjourned the meeting at 12:55 pm.
