BOARD OF TRUSTEE'S MEETING MINUTES

April 15, 2008

at the Service Area Office, Fire Station/Community Center

REGULAR MEETING MINUTES APPROVAL

Ms. Borgione along with the board of trustees welcomed Mr. Prosek to the meeting. Ms. Borgione called the meeting to order at 12:10 p.m. Ms. Borgione then moved to approve the minutes from the March 18th, 2008 scheduled board meeting. Ms. Collinson seconded the motion and it passed unanimously.

SYSTEM OPERATIONS AND DEVELOPMENT

Hansen, Barnett and Maxwell are in the process of working on the 2007 financial audit. Auditors, Ryan Tesch and Dave Haw spent 3 days in our office examining financial records. Mr. Hanson stated that the audit process went quite well. An issue regarding compliance with Government Records and Management Act, (GRAMA), was discussed with the auditors, relating to record retention. Mr. Hanson gave the board copies of the Utah code section 63-2-903, which describes the duties of governmental entities relating to record retention.

The Service Area will invite Legrand Bitter with the Utah Association of Special Districts for the required Trustee training on May 13th or May 19th, 2008 at 11:30 a.m. at the Service Area. The board will be notified as to what day this will be held. There will not be a work session meeting on May 16th, 2008.

Mr. Hanson and Mr. McIntosh met with the Division of Drinking Water to present completed documentation on the stage 2 disinfection by-product rule. Mr. Hanson addressed several compliance issues with the State during this meeting, one of which is the receipt of the Service Area operating permit for the Peruvian Spring. The Division of Drinking water recommends that the Peruvian Spring become a new source and to conduct more source water chemistry. Mr. Hanson stated that in the spring collection box there is a significant amount of gravel which may cause turbidity in this area. Once we go in to a warming trend, we will expose the collection box to monitor on a consistent basis as well as pull periodic samples. If turbidity is present, the flow will be diverted, allowing the system to flush naturally.

The Alta pilot columns have now been in operation for one month. In the pilot system, we are able to sample at 12", 24" and 36" into the filter bed. Currently in two of the medias there is some antimony present, however the gfh media is still at non-detect. The first back-wash will be conducted this week, which may change some of the test results.

The Alta Planning Commission will be holding a public hearing on April 16, 2008 to discuss proposed ordinances within the Town of Alta. These ordinances are available for review on the Town of Alta’s website.

Mr. Hanson addressed information on the property located between the Superior Point Condominiums and Wasatch Powder Bird Guides. A recent public hearing held, approved this property to lie solely within Snowbird proper.

We have not heard back from our underwriter with Utah Local Governments Trust or Workers Compensation Fund, regarding the subrogation lien from WCF against the Service Area for damages incurred by claimant from Wasatch Drain Tunnel incident.

A customer in Superior Point Condominium has been accumulating excessive overages for the past 3 months. The resident manager has been contacted regarding this issue and the cause of the water overages is a leaking toilet. The owner has been notified of this problem and advised to contact a plumber to check the internal plumbing of this condominium.

Mr. Hanson has purchased a new digital camera for the Service Area.

Mr. Hanson reviewed upcoming summer projects, which include: Fiber optic cable to the Wasatch Drain Tunnel. Upgrades to the treatment plant including replacing chlorine and So2 tubing in the Wasatch Drain Tunnel and replacing back-wash valve on filter. Mr. Hanson would also like to conduct a further media evaluation of media in existing filters. In the Distribution system, there are a number of valves which need to be excavated and straightened. Another project which Mr. Hanson would like to do is to install a vault over the two valves which are located in Peruvian Gulch where new spring line and mine tunnel line meet. Mr. Hanson would also like to install a drain valve so we are able to isolate the Peruvian mine. We will also be working with Cottonwood Improvement District to TV the sewer lines in the entire Sugarplum Village and Chickadee.

TREASURER’S REPORT

Mr. Hanson reviewed with the Board of Trustees the financial reports for the period ending March 31, 2008. Mr. Hanson presented a balance sheet previous year comparison and a profit and loss budget vs. actual report, as prepared by the staff of Salt Lake County Service Area #3.

APPROVAL OF BILLS PAID

Mr. Bennett moved that the bills listed on the March 19th, 2008 through April 15th, 2008 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the manager. Ms. Collinson seconded the motion and it passed unanimously. A copy of the approved bills is attached to the minutes.

ADJOURNMENT

There being no further business to be discussed, a motion to adjourn was made, seconded and unanimously carried at 1:05 p.m.
