BOARD OF TRUSTEES MEETING MINUTES

May 19, 2009

at the Service Area Office, Fire Station/Community Center

MEETING MINUTES APPROVAL

Trustee Collinson called the meeting to order at 12:20 p.m. Ms. Collinson moved to approve the meeting minutes from the April 21st, 2009 regularly scheduled board meeting as written. Mr. Jensen seconded the motion and it passed unanimously. Ms. Collinson then made a motion approving the work session meeting minutes from April 17th, 2009. Mr. Jensen seconded the motion and it passed unanimously.

Appointment of Vice-Chairman: In accordance to the requirements of Service Area officers as so stated in article III-section 3.3.2 of the Salt Lake County Service Area #3 – By-Laws – the appointment of a vice chairman was discussed. Mr. Jensen nominated Ms. Collinson as the vice-chairman to the board of trustees to Salt Lake County Service Area #3. Mr. Jensen then made a motion to approve this nomination and Ms. Collinson seconded the motion, which passed unanimously.

SYSTEMS OPERATIONS AND DEVELOPMENT

Chairman Borgione contacted the Service Area administration to be excused from today’s meeting, due to extenuating circumstances.

The Inn – Water Line Break -

On April 24th, 2009, Mary Baker contacted Keith Hanson reporting on water running on Pilkerton Path. The water tested positive for chlorine residual. Mr. Hanson calculated that the leak was approximately 20 gpm causing no property damage. After discussions with management of the Inn, it was determined initiate a repair the following week with the assistance of Newman Construction. After exposing the pipe, it was discovered that one of the electro fusion pipes had failed. Mr. Hanson had the pipe sleeve available as well as photos from the project to show the trustees and explained what had happened. Newman Construction did an excellent repair to the pipe. Mr. Hanson will re-visit this area after the summer to determine whether or not the other electro fusion pipe has failed.

Trustee Training-5-19-09 -

Legrand Bitter was scheduled to conduct the annual trustee training after the regular scheduled board meeting; however this will be re-scheduled due to the absence of Ms. Borgione.

Alta Antimony Plant Update -

The trustees received copies from Mr. Hanson at the work session meeting of the progress report on the Town of Alta’s water treatment plant. This information was presented to the Alta Town Council at their most recent meeting by Mr. Hanson. Most importantly, the Town received 3 bids for filter media. Pureflow was awarded the bid for GTO media.

Policies and Procedures –

Mr. Hanson has not been able to review the policies and procedures manual with Mark Anderson, due to other pressing issues.

Village at Sugarplum – Broken Lateral -

For several months, Mr. Hanson has been trying to locate a potential water leak in our water system. The homeowner of Sugarplum Village unit #15 had made Canyon Services aware of water running in this condo back in January; however nothing was done to research the issue. A leaking stop and waste valve caused this problem and the homeowner has hired a contractor to repair the problem.

Summer Water Operator –

Mr. Hanson has hired Daniel Spor to fill in as the night operator during the summer while R.J. Hannah is gone. Mr. Hanson stated that we may continue to use Daniel after the summer depending on our situation at that time.

Snowbird Power Outage –

The Snowbird Village experienced a power outage due to a blown transformer. This did not affect the Service Area system as we have protection on our equipment.

Hellgate Reservoir-

Mr. Hanson presented some thoughts he has to set up a pilot on the Hellgate Reservoir using Granular Titanium Oxide treatment. Currently, the water from Hellgate is used strictly for fire prevention only, due to the high level of lead content in this water. A filter system can be set up in the truck bay using a 6 feet in diameter area.

Customer Letter –

Mr. Hanson received a letter from a homeowner in Sugarplum Village requesting that the Service Area increase the discount for paying annually from 5% to 10%. After discussing this request with the trustees, it was decided that Mr. Hanson will respond to this letter once the consumer confidence report is sent to our customers.

Election Update –

The clerk reported that HB 44 allows local and special districts to conduct elections entirely by absentee ballot. The Service Area may not be holding an election in conjunction with the Town of Alta’s municipal election. This upcoming election may be held by mailing all registered voters in our service area a ballot. The clerk will be working with Lloyd Carr of Carr Printing for supplies and procedures. The clerk will inform the board of the appropriate procedure for them to approve as well as corresponding with Salt Lake County Elections office.

Operator Testing-

Test results have been received for our operators from the recent testing for water certifications. R. J. Hannah passed his water treatment grade 2. Kellie Hunsaker did not pass the water treatment grade 4 test.

Vacation Leave-

Monica Lisenbee will be on vacation from May 20th and returning to work on June 1st, 2009.

TREASURER’S REPORT

Mr. Hanson reviewed with the Board of Trustees, the Balance Sheet Previous Year Comparison report ending April 30th, 2009, and the Profit and Loss Budget vs. Actual ending April 30th, 2009, as prepared by Salt Lake County Service Area #3.

APPROVAL OF BILLS PAID

After a detailed review of the check detail, Ms. Collinson moved that the bills listed on the April 22nd, 2009 through May 19th, 2009 payment registers, as presented by Mr. Hanson hereby be authorized and ratified to be paid by the manager. Mr. Jensen seconded the motion and it passed unanimously. Copies of the approved bills are attached to the minutes.

ADJOURNMENT

There being no further business to be discussed, a motion to adjourn was made, seconded and unanimously carried at 1:18 p.m.
