BOARD OF TRUSTEES MEETING MINUTES

August 21st, 2023

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Vice Chairman Prosek at 12:02 pm.

 

Meeting Minutes approval – With grammar corrections Vice Chairman Prosek asked for a motion to approve the minutes from the July 17th, 2023, Board meeting. Trustee Bremer motioned to approve, Vice Chairman Prosek seconded the motion and the motion carried unanimously. A copy of the minutes is attached for review.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

 

Town of Alta Grizzley 4” water line project - Mr. Carpenter discussed that the 4” HDPE water line has been connected, which replaces the old PVC pipe. The 4” line now runs from the Bay City treatment plant to the Grizzley vault. Mr. Carpenter received a call from the Town of Alta about no water at a residence up at Grizzley, Mr. Carpenter responded, and it was found that the 4 houses below the vault did not get connected into the vault and were missed when the connection was made. Mr. Carpenter made a temporary water connection for those houses for the weekend and the 4 houses were permanently connected later that week. Mr. Carpenter reviewed project photos with the board which are attached to the meeting minutes for review.

 

Town of Alta West Peruvian Estates Project- Mr. Carpenter stated this project start has been delayed a bit with other projects Newman was work on. Mr. Carpenter stated that Newman is set to start this week on the project with locating existing utilities.

 

Albion Basin Fire hydrant maintenance - Mr. Carpenter stated the fire hydrant up by the Albion Basin cat shop needs some repairs due to the use over the summer of filling the water truck and other various projects, it seems it was being overtightened so the valve stopped closing completely. Mr. Carpenter and Mr. Brindle have started the repairs and are currently waiting for more parts.

 

Town of Alta Power issues – Mr. Carpenter stated there have been power issues with some level sensors due to all the afternoon lightning storms. Mr. Carpenter stated they replaced the ultrasonic level sensor in the Alta reservoir with a new radar sensor. Mr. Carpenter said the radar sensor should communicate better even with increased summer lightning storms.

 

Town Of Alta Bay City Filter media- Mr. Carpenter stated he had a discussion with Mrs. Clancy the Alta Town Clerk about beginning the process of purchasing new filter media for one of the filters in Bay City treatment plant. Mr. Carpenter discussed he has started the process of pricing and lead times for this material.

 

Town of Alta Badger water meter project – Mr. Carpenter stated that the remote water meter project is slowly moving forward and he has been in discussions with Mrs. Clancy and Mr. Cawley town administrators about ordering more for the Grizzly area residents. Mr. Carpenter stated that if time this fall allows, we will try to get more of these installed.

 

Peruvian source pipe replacement – Mr. Carpenter stated Newman construction has finished up the Peruvian source line replacement into the pump house. The hole has been filled in and it will be paved later this week or early next week.

 

Wasatch Drain Tunnel upgrades 2023- Mr. Carpenter discussed that there are a couple different projects going on in the Wasatch Drain Tunnel. The new PLC panel for the pumps has been finished and is scheduled for installation the week of August 28th by SKM & Electro power. Mr. Carpenter stated the 10 pallets of new filter media has arrived and a Pureflow representative is tentatively scheduled to come out the second week of September to assist in the loading of the new media. Mr. Carpenter discussed the treatment plant valves and piping that has been dismantled for cleaning and re coating. Mr. Carpenter stated that most of what is being re coated has been taken down and will be delivered to Utility fabrication and coating for re coating in the next week, coating the pipes is estimated to take 2 weeks.

 

GIS Mapping system- Mr. Carpenter stated the Service Area and Snowbird partnered on GIS mapping through the SE group a 2 years ago. SE Group didn’t get things quite right so Mr. Carpenter met with Mr. Hanson and Mr. Homden from Snowbird to get things more correctly lined up with where the utilities are located on the mountain. Mr. Carpenter stated they will meet again in the near future to finish up.

Banking changes update- Mr. Carpenter stated that there is an active business checking account with Key Bank. Ms. Alderin will pick up and deposit the Snowbird check today into Key Bank. Mr. Carpenter stated that we still have an open account with U.S. Bank until we are fully set up and trained with Key Bank and Key Bank features.

 

2023 Election Write in candidate/Election Cancellation – Ms. Alderin stated that a write in candidate may still enter the election until September 18th 2023 at 4:30 pm.  Ms. Alderin stated there has been no additional inquiries other the Mr. Richards our current Chairman.

 

Cottonwood Improvement District – Mr. Carpenter met with the new Operations Manager Johnathan of Cottonwood Improvement District. Mr. Carpenter stated they met to discuss TV’ing of the sewer lines, there was attempt to start this before Snowbirds Oktoberfest but a Snowbird paving project interfered with that. The upper Canyon was done and we will try to schedule earlier next year.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through July 31st, 2023, and the Profit and Loss Budget vs. Actual January 1st, 2023, through July 31st, 2023. These reports are emailed to members of the Board prior to the Board meeting for their review. Salt Lake County Service Area #3 prepared the financial reports.

 

Approval of Bills paid – Approval of the bills listed on the check detail dated, June 17th through July 13th, 2023, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Vice Chairman Prosek asked for a motion to approve. Trustee Bremer motioned to approve. Vice Chairman Prosek seconded the motion and it passed unanimously. Copies of the approved check detail are attached to the minutes.

 

Adjournment - With there being no further business, Vice Chairman Prosek adjourned the meeting at 1:01 pm.
