BOARD OF TRUSTEE'S
WORK SESSION-MEETING MINUTES
February 12th, 2010
at the Forklift Restaurant, Snowbird Ski & Summer Resort
Snowbird, UT.

The work session meeting commenced at 11:45 a.m. Mr. Hanson provided the attending trustees with the following items for discussion.
Trustees were given copies of the January 15th, 2010 Work Session Meeting Minutes as well as the January 19th, 2010 Board Meeting Minutes.
1. The corrected start read for Snowbird snowmaking usage is 79.6 million gallons for 2009/2010. The Service Area has received a statement from Salt Lake City Public Utilities for $17,908.00 to be paid at the board meeting.
2. Trustees received a copy of the Service Area protest regarding the Cardiff Mine issue, which Mr. Hanson presented to the State Engineers office. Mr. Hanson will discuss the response to protests received at the regular board meeting.
3. The Unified Fire Authority is in a 1 year process of reducing the ISO rating and in turn reducing insurance rates for county entities. This involves providing the UFA with testing data of our fire flow protection from the Service Area.
4. Mr. Hanson informed the Board of the public comment period for issues pertaining to recent mandates effecting source protection issues. Mr. Hanson addressed various concerns regarding release of our source protection study. A response from the Service Area will be submitted within the required time period.
5. The Service Area has purchased a 2009-Chevrolet 2500 truck with utility bed. We were $2,000 under budget with purchase, but will equip it with additional equipment at AG Truck.
6. Steve McIntosh and Monica Lisenbee will be attending the Rural Water Association of Utah Annual Conference in St. George on March 2 through March 6th, 2010. Mr. Hanson will also be out of the office this week and has arranged for Kellie Hunsaker to be at the Service Area during this time
7. The clerk attended a "Record Access I" workshop at the Utah State Archives building. This class covered records access, classification of records and GRAMA requests.
8. Steve and Kellie attended a safety training at the Cottonwood Improvement District. This is part of our goal in continuing our culture of safety.
9. We are hopeful that our Policies and Procedures manual will be completed soon. Mr. Hanson left several messages regarding the delay in this document and was able to discuss with Mark Anderson the urgency in receiving this as soon as possible.
10. Mr. Hanson remarked on a news story released on KSL last night, which interviewed the GM of the Kearns Improvement District-(Service Area #1)-Interview topics consisted of excessive funds expended for travel and entertainment without back-up documentation.
11. The clerk has sent our Quickbooks financial information to Hansen, Barnett & Maxwell and awaiting a audit start date to begin preparing for this audit.
12. Hidden Peak experienced some water issues recently. Mr. Hanson evaluated the problems which were primarily due to operator error and also a design flaw, which have been addressed. The Village of Sugarplum has been experiencing several residential water leaks due to frozen lines.
13. Mr. Hanson discussed with the board the proposed upgrades to the Wasatch Drain Tunnel this summer.
There being no further business to be discussed the work session meeting closed at 12:25 p.m.
