BOARD OF TRUSTEES MEETING MINUTES

March 18th, 2024

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:02 pm.

 

 

Meeting Minutes approval –With one spelling correction to Grizzley, Trustee Prosek made a motion to approve the minutes from the February 20th 2024, Board meeting. Chairman Richards seconded the motion and it carried unanimously. A copy of the minutes is attached for review.

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

RWAU Conference Feb 26- March 1st 2024- Mr. Carpenter, Ms. Alderin and Mr. Brindle attended the Rural water association conference in St. George. Mr. Brindle took a collection 2 cert for waste water, Mr. Carpenter stated Mr. Brindle found out yesterday that he passed the test, Congratulations John!  Mr. Carpenter and Ms. Alderin attended regular classes to keep current certifications.

 

2024 Toyota Tacoma purchase – Mr. Carpenter stated on February 23rd the Service Area #3 purchased a 2024 Toyota Tacoma to replace the 2007 Chevy 1500. We still have the 2007 Chevy as a mountain truck. He and Ms. Alderin have learned a lot about purchasing a vehicle for a state entity.

 

2023 Audit Preparation– Mr. Carpenter stated that our accountant Mr. Rowley from Keddington & Christianson was up at the office the First week of March working with Ms. Alderin for 2 days on preparation for the 2023 financial audit. Gilbert & Stewart, the Service Area’s Auditor’s should be up towards the end of April or early May for the audit.

 

FCC License expiration – Mr. Carpenter discussed the continuing saga of the new FCC license process. Currently we are working out some frequency issues and waiting for the approval of the application from the FCC. Once the application is approved, we can move forward with reprogramming our radio systems.

 

Fire Station PLC panel – Mr. Carpenter stated the new outside PLC panel is being built and should be complete in May or June, once received we will work with SKM to get it installed and operational. Moving this panel outside will help the Service Area have better access to our equipment.

 

The Inn at Snowbird water leak – Mr. Carpenter discussed that Thursday 3/19/24 the General Manager from the Inn called Mr. Brindle about water leaking on the south east exit walking path. Mr. Carpenter stated he reached out to Newman Construction to come up and assist with finding and repairing the leak. Newman Construction came up the next morning. They found a large crack in the 4” ductal iron service line to the Inn. The 4” line was repaired, the Inns water was turned back on by 6pm that evening and the hole was backfilled the same day. Newman construction is currently down re-paving the asphalt.  Big thank you to all involved.

 

Tunnel Tour DDW, DEQ and State legislators – Mr. Carpenter stated also on Thursday 3/19/24 he led a tour at the request of Mr. Lundquist the New Director of the Division of Drinking water.  Two local legislators, Mrs. Bennion and Mr. Blouin came along with other various people from the DDW and DEQ. Mr. Carpenter stated those who also ski toured the Hidden Peak treatment plant and Peruvian reservoir.

 

Alta Bay City Filter Media switch- Mr. Carpenter discussed that Friday 3/15 we replaced the media in Filter A.  Mr. Carpenter explained that last month a routine water test was over the MCL for antimony at Goldminer’s which is on a rolling average so there was no violation, but the media needed to be changed out sooner then later. ET technologies tested the old media prior to disposal. Once the test samples came back, Mr. Carpenter scheduled a vacuum truck for media removal. Mr. Carpenter, Mr. Brindle and Ms. Alderin reloaded media by hand. Mr. Carpenter stated it was a much easier job then the Drain Tunnel media replacement last fall. Water samples were taken Friday to check the antimony levels.

 

Tunnel upgrades – Mr. Carpenter and Mr. Brindle finished painting any problem areas in the tunnel and began planning for this summer’s pipe replacement.

 

 

 

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through February 29th, 2024, and the Profit and Loss Budget vs. Actual January 1st, 2024, through February 29th, 2024. These reports are emailed to members of the Board prior to the Board meeting for their review.

 

Approval of Bills paid – Approval of the bills listed on the check detail dated February 16th through March 15th, 2024, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Vice Chairman Bremer made a motion to approve. Trustee Prosek seconded the motion and it carried. Copies of the approved check detail are attached to the minutes.

 

Adjournment - With there being no further business, Chairman Richards adjourned the meeting at 12:38 pm.
