BOARD OF TRUSTEES MEETING MINUTES

October 21st, 2024

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Richards at 12:00 pm.

 

Meeting Minutes approval –With 1 grammar correction by Trustee Prosek and no other comments, Chairman Richards motioned to approve the minutes from September 16th, 2024 board meeting. Trustee Prosek seconded the motion and it carried unanimously. A copy of the minutes is attached for review.

 

2025 Preliminary budget discussion – Mr. Carpenter stated he and Ms. Alderin have been working on the 2025 preliminary budget and amending the 2024 budget. Mr. Carpenter stated the amended budget is pretty close and no large expenses are expected. Mr. Carpenter discussed an estimated 5% increase for Salt Lake City Public Utilities and an estimated 12% increase for Cottonwood Improvement district for 2025/2026. Mr. Carpenter briefly explained preliminary wage increases of 5%, this seems to be the base line of other like utility providers. Mr. Carpenter reviewed the 2024 Capital projects and potential 2025 capital projects. Mr. Carpenter stated there is no plan for a customer rate increase for 2025. Mr. Carpenter stated he and Ms. Alderin discussed potential property tax percentage increase for 2026 in lieu of a rate increase and will continue to update the board on this process. Mr. Carpenter will continue to revise the 2024 amended and 2025 preliminary budget for the November board meeting. The public budget hearing is December 9th, 2024. A copy of the preliminary budget is attached for review.

 

 

 

SYSTEMS OPERATIONS AND DEVELOPMENT-

Town of Alta West Peruvian Estates water leak- Mr. Carpenter stated on September 27th 2024 he received a phone call from Alta dispatch concerning water coming out of the ground in the driveway area of West Peruvian estates. The leaking water was tested to check for chlorine and it was present. Mr. Carpenter contacted Newman construction on Wednesday and they came up to begin the repairs Friday. Mr. Carpenter stated the leak was located at the service line saddle and it was found to have a bad corp. stop that had corroded through. Mr. Carpenter, Mr. Wilz and Newman construction worked late into Friday night to get the water back on for the weekend. There is still a small drip that needs to be addressed and we will work on that in the near future.

 

Town of Alta remote meter project - Mr. Carpenter and Mr. Brindle are working with Ms. Boone from Town of Alta administration to schedule residential installs beginning this week. Mr. Brindle and Mr. Wilz have installed 18 remote meters so far and will continue to move forward with this project. Mr. Carpenter stated we do have one problem in a residential home where after the meter was installed a small leak turned into a bigger leak. We have contacted Zarbock plumbing and Mr. Hughs is coming up tomorrow to repair the issue.

 

Town of Alta lead service line inventory – Mr. Carpenter briefly discussed the Federal requirement to inventory and replace all lead service lines across the country. Mr. Carpenter stated no lead lines were found in the Town of Alta. The inventory was turned in October 15th, 2024. Mr. Carpenter will keep the board informed of any updates.

 

Town of Alta Water loop –Mr. Carpenter stated Mr. Cawley for the Town has picked Hanson Allen & Luce for engineering for the water loop project. Mr. Carpenter stated he will attend a meeting this afternoon with Mr. Cawley from the Town of Alta, and Hanson, Allen and Luce the engineers to continue moving forward with project planning for summer 2025.

 

Town of Alta Interlocal Service agreement renewal - Mr. Carpenter stated the Interlocal service agreement resolution 2023-1 expires December 31st 2024. Mr. Carpenter explained in the years past we have done a renewal by resolution every 2 years. The town of Alta’s assistant manager, Mrs. Austin, reached out to Mr. Carpenter inquiring if we are open to drafting a new Interlocal Service agreement to update the language and costs to better reflect current terms of the agreement. Mr. Carpenter agreed and will update the board when a draft is received.

 

 

 

 

SA3 Lead service line inventory – Mr. Carpenter briefly discussed the Federal requirement to inventory and replace all lead service line inventory across the country. Mr. Carpenter stated no lead service lines were found within the Service Area. The inventory was turned in October 15th, 2024. Mr. Carpenter will inform the board of any updates.

 

Iron Blosam PRV issue – Mr. Carpenter explained the PRV in the Iron Blosam vault seems to become problematic this time every year, most likely due to low water usage at Creekside and the Maintenance shop over the summer months. Mr. Carpenter stated while repairing the valve they also replaced some copper tubing that had come apart during the repairs.

 

Wasatch Drain Tunnel upgrades 2024- Mr. Carpenter stated we have been on hold with finishing this project to utilize the nice weather to get some important fall chores done outside. Mr. Carpenter discussed that the Treatment plant is put back together enough to be functional, but there is still piping that needs to be replaced before the pumps are needed for snowmaking season, we are working to wrap up the project in the next week or two.

 

Snowbird Mid Gad restaurant construction – Mr. Carpenter stated Mid Gad restaurant has been issued some new water sampling requirements from the Division of Drinking water which have posed some challenges for the up coming winter. Mr. Carpenter is working with Snowbird’s construction manager Mr. Schaffer to add an indoor testing spout because our normal testing site is no longer accessible. Mr. Carpenter stated he is doing a walk through tomorrow with Snowbird’s Mr. Schaffer, Snowbird’s engineers and a couple people from the Division of Drinking water to move forward with Snowbird’s plan approval from the division of drinking water.

 

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through September 30th, 2024, and the Profit and Loss Budget vs. Actual January 1st, 2024, through September 30th, 2024. These reports are emailed to members of the Board prior to the Board meeting for their review.

 

Approval of Bills paid – Approval of the bills listed on the check detail dated September 13th through October 17th, 2024, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Trustee Prosek made a motion to approve. Vice Chairman Bremer seconded the motion and it carried unanimously. Copies of the approved check detail are attached to the minutes.
